Dr. Xin Fang is a Chinese scholar and expert in the fields of innovation, strategy, and policy.
She is a member of the Presidium of the Chinese Academy of Sciences (CAS); the Standing Committee and the Education, Science, Culture & Health Committee for the National People’s Congress (NPC); and the Seventh National Committee of the China Association for Science and Technology (CAST). She is also President of The Organization for Women in Science for the Development World (OWSD).
Dr. Fang holds a PhD from the School of Economics and Management, Tsinghua University. As a scientific administrator, she previously served as Section Chief of Policy Research, Vice-Director, and Director of the CAS Institute of Policy & Management. She was first elected into the National People’s Congress Standing Committee in 2003.
Dr. Fang’s fields of expertise include technological innovation, the national innovation system, and the institutional reform of the national science and technology system. In 2002, she was named “An Outstanding Woman Leader” by the CPC Committee at the Government Department.
