Phone surveys – which often use technologies such as SMS, Interactive Voice Response (IVR), chatbots, and call centres – are an important tool to measure impact, and to deliver crucial services. However, when 165 million fewer women than men own a phone, how can we ensure that women’s voices are being heard? If phone surveys are informing policymaking, service design and delivery, and decision-making, they must be inclusive.
