Eliane Torres is a Senior Analyst Outreach and Programme Development at the United Nations University (UNU-EGOV) since 2019.
She has worked in multiple projects in the field of Democratic Governance in African countries under the auspices of international organisations such as the International Institute for Democracy and Electoral Assistance (IDEA), the European Commission (EC), the United Nations Development Programme (UNDP), and the International Foundation for Electoral Systems (IFES), among others.
Eliane has over 15 years of experience in Project Management and as Technical Adviser to Public Bodies. She has extensive expertise in projects development, implementation, monitoring and evaluation for different organisations (EU, UN, USAID, GIZ, World Bank). In addition, she is an EU Evaluation Expert of call for proposals under the Horizon Programme of the European Commission. She is a BRIDGE Accrediting Facilitator (Building Resources in Democracy, Governance and Elections) with specific experience in tailoring curriculum and training of trainers. Eliane is a member of the United Nations Electoral Expert roster and of the UNDP Global Policy Network Roster team on Digital Transformation.
Eliane holds the UNESCO-funded European Master in Human Rights and Democratisation as well as a Law degree from the University of Minho in Portugal. She is fluent in English, French and Portuguese.
