“The United Nations Global Study on Children Deprived of Liberty”, a Conversation with Prof. Manfred Nowak

    On 14 November 2019, UNU will host “The United Nations Global Study on Children Deprived of Liberty” a conversation with Prof. Manfred Nowak, the Independent Expert leading the United Nations Global Study on Children Deprived of Liberty. This event will start at 18:30 in the 2F Reception Hall at UNU Headquarters in Tokyo.

    Childhood is when children develop their personality, emotional relationships with others, and social and educational skills and talents. For children, deprivation of liberty means depriving them of their childhood.

    In 2014, the General Assembly requested that the UN Secretary-General commission an in-depth study on children deprived of liberty as a result of, inter alia, armed conflict, migration and the administration of justice.

    The 2019 UN Global Study on Children Deprived of Liberty estimates that between 160,000 to 250,000 children are in remand centres and prisons worldwide on any given day. Placing children in institutions and other facilities where they are, or may be, deprived of liberty is difficult to reconcile with the Convention on the Rights of the Child, which celebrates its 30th anniversary this year.

    In this conversation, Prof. Nowak will present and discuss the main findings, conclusions, and recommendations of the Global Study which he presented to the General Assembly in New York on 8 October 2019. He will join UNU Executive Officer Dr David Passarelli to explore how different stakeholders can support and implement the recommendations put forward in the Global Study.

    About the speaker

    Professor Manfred Nowak is the Independent Expert leading the UN Global Study on Children Deprived of Liberty. He is also Secretary General of the Global Campus of Human Rights in Venice. Prior, he served as UN Special Rapporteur on Torture and Expert on Enforced Disappearances.

    Professor Nowak is also an author of more than 600 publications. His latest books look at human rights as an answer to growing economic inequality and the limits of privatization from a human rights perspective.
