On 13 December 2019, UNU will host “Enter the Mediator: Facilitating Words over War” a conversation with Dr Radha Kumar, former Director of the Delhi Policy Group. This event will start at 18:30 in the 2F Reception Hall at UNU Headquarters in Tokyo.
With the number of major civil wars almost tripling in the decade to 2015, and the historically high number of casualties and displacements attributable to modern armed conflicts, there is a pressing need to end today’s conflicts. In his first address to the UN Security Council in January 2017, the UN Secretary-General, António Guterres, emphasised mediation as an important tool for the prevention, management, and resolution of conflicts. Historically, many peace settlements have been facilitated by an effective neutral third party, but there have also been failed processes. Yet, while almost every successful peace process has been successful because of mediation, recent rhetoric suggests the world may be turning away from negotiated peace settlements, risking the proliferation of unresolved conflicts and unsatisfying settlements.
What are the uses and limits of mediation? What are the successful peace settlements of the past decade and what made them so? Why is South Asia an ongoing theatre of conflict and what would contribute to conflict mitigation or resolution? How effective has the United Nations been in mediation?
Dr Kumar will join UNU Rector Dr David M. Malone to discuss the elements of a successful mediation and whether the world is tragically turning away from this approach.

About the speaker
Dr Radha Kumar is the former Director of the Delhi Policy Group and current member (and former Chair) of the UNU Council. She is an expert on conflict analysis, mediation and peacebuilding and has served as one of the Government of India’s Group of Interlocutors for Kashmir. Dr Kumar also ran a regional forum for peace in Afghanistan and worked with civil society groups in Bosnia during the period of conflict in the early nineties. She is the acclaimed author of numerous academic articles and books, including most recently, Paradise at War: A Political History of Kashmir.
Dr Kumar holds a Ph.D. from Jawaharlal Nehru University and a master’s and bachelor’s degree from the University of Cambridge.
