    Since the inclusion of migration and asylum as a community competence by the Amsterdam Treaty in 1997, the European Union has been working towards a common migration policy. In 2005, the Global Approach to Migration was launched, which highlighted the “urgent need in the short term for broad ranging concrete actions, which form part of ongoing work to ensure that migration works to the benefit of all countries concerned”. In 2007, the Commission issued a communication proposing such a ‘concrete action’, namely the Mobility Partnerships. This policy brief explains the nature of the Mobility Partnerships and outlines the opportunities which this new policy tool brings for the Netherlands.
